ELIGIBILITY CRITERIA AND GENERAL INFORMATION
Qualification (As on 01.06.2015) – Degree (Graduation) with minimum 60% (55% for SC/ST/PWD) marks in any discipline from a recognized University OR any equivalent qualification as such recognized by Central Government.

Students appearing in the final year of graduation may also apply but their final selection will only be subject to their being able to pass and produce their Graduation Certificate/Mark sheets with the minimum stipulated marks as on 01.06.2015.

Age (As on 17.03.2015) Minimum 20 years- Maximum 28 years i.e a candidate must have been born not earlier than 18.03.1987 and not later than 17.03.1995 (both dates inclusive)

Global Challenges Fellowship Program (GCFP) – 2015

The aim of the Global Challenges Fellowship Program (GCFP) is to invite researchers from nine emerging countries to the School of Public Policy at Central European University (SPP) and the Central European University Institute for Advanced Study (CEU IAS) in Budapest, Hungary and the Global Public Policy Institute (GPPi) in Berlin, Germany to foster new forms of collaboration. This serves the ultimate purpose of forging closer ties between Western and non-Western researchers and offering fresh perspectives on some of the world’s most pressing public policy challenges, challenges which can only be resolved together.

The fellows will spend a total of approximately 7-8 months as Global Challenges Fellows (GCF) doing analytical and empirical work in Budapest, and engaging with policy practitioners at GPPi in Berlin. While the exact timetable depends on the specifications of each research project, the majority of time (about 75%) will be spent in Budapest.

The program will support two junior and two senior Fellows per year. They will publish journal articles and/or policy papers and will participate in a series of small working group-style discussions and seminars. Fellows will work within one of the following focal research areas:

  • Peace & security
  • Humanitarian assistance & human rights
  • Development & good governance
  • Internet governance
  • Changing global institutions

The Global Challenges Fellowship Program is implemented with generous support from the Volkswagen Foundation.

Who can apply?
The GCFP brings researchers from emerging economies outside the “established West” to SPP and CEU IAS as well as to GPPi. The focus will be on researchers (in particular those in the field of public policy) from Brazil, China, India, Indonesia, Iran, Mexico, Nigeria, South Africa, and Turkey. The researchers must be resident in these countries—Chinese or Indian nationals working permanently in the US, for example, are not eligible for the program.

Selection Criteria
The selection is based on good publication record, promising research agenda, relevance and feasibility of the proposed project, record of policy engagement and English language proficiency.

Applications are solicited from Indian nationals working in overseas research institutions for the “Ramalingaswami Re-entry Fellowship” a re-entry scheme of the Department of Biotechnology (DBT), Ministry of Science & Technology, Government of India.

Aim of the Fellowship
The scheme is conceptualized with the aim of attracting highly skilled researchers (Indian nationals) working overseas in various cutting edge disciplines of biotechnology (agriculture, health sciences, bio-engineering, energy, environment, bioinformatics and other related areas), by providing them an attractive avenue to pursue their R&D interests in Indian institutions.

Who is eligible to apply ?
The applicant should possess a Ph.D., M.D., M. Tech, M.VSc. or equivalent degree with an outstanding track record as reflected in publications and other recognitions and with at least three years of post-doctoral research experience of which last two years should be from an overseas laboratory. Only candidates (Indian nationals) working overseas are eligible to apply. Those who have already returned to India within one year of the closing date of this advertisement are also eligible.

Researcher’s upto 55 years of age as determined on closing date of application are eligible to apply.

Incentives of being a Ramalingaswami fellow
This is a senior fellowship programme, and awardees are to be considered synonymous to the faculty/scientists at the level of Scientist-D. They are entitled to take up teaching/research assignments and supervising Doctoral/MS students.

The scheme provides a consolidated monthly remuneration of Rs. 85,000/- p.m. In addition, a House Rent Allowance of Rs. 7,500/- p.m. is given to fellows. In case host institute provides accommodation to the fellow, no house rent allowance is admissible.

Fellows will receive a research/contingency grant of Rs. 10.00 lakhs for the 1st year; Rs. 7.50 lakhs for the 2nd year; Rs. 5.00 lakhs for subsequent 3 years for purchase of consumables, minor equipment, international and domestic travel, engaging manpower and other contingent expenditure to be incurred for the implementation of research proposal.

DBT encourages host institutions to provide medical benefits, transport allowance, leave travel allowance and other benefits as per their prevailing norms as applicable to their employees of the rank equivalent to Scientist D out of their own resources/ funds.

Fellows retain an option for drawing either the fellowship or salary if they are appointed at a suitable permanent scientific position. Fellows opting for salary can continue to avail the research /contingency grant with prior approval of DBT.

Ramalingaswami Re-entry Fellows could take up fellowship at any of the scientific institutes/ universities in the country. However, application should be duly forwarded by the competent authority of the host Institute. Fellows/Awardee can change his/her host institute only once during the tenure of the fellowship.

Awardees are eligible to apply for research grants to any of the funding agencies towards accomplishment of research proposal. However, the Co-PI has to be a permanent employee of the host institution.

Tenure of fellowship
Fellows can draw fellowship for a term of five years. Fellowship is further extendable for another term on fresh appraisal of performance of the fellow. Those who are able to secure permanent positions will not be considered for 2nd term.
